Do keepers or agencies try out MMs before girls were enrolled in?

On the other day, I read about a post in which a girl tried to be enrolled in one garage and was asked to give a free service to the garage owner. The guy enjoyed the the service but did not admit her to join nor pay anything to her. So it raised my curiosity that is trying out MMs before enrolling them in a common previledge to all agency owners?
